Westport Station 3-1 Building Condition and Recommendations Report

A 2024 report was produced that detailed the condition and recommendations for the current Westport Station 3-1 (an asset of the City of Westport Fire Department prior to the creation of the South Beach Regional Fire Authority.) Included in this article are key summary items found in the report regarding the condition of the building and recommendations for its future. Since the start of operations in the building in 1972 a great deal of understanding of how a fire station is designed, constructed, and maintained has been learned. It is important to note that this building was never built with the intention of housing full-time responders. This report and the excerpts highlighted detail some of the challenges that were identified by an independent assessment team. Recommendation.

It is our number one priority recommendation for the City of Westport is that the Fire Station located at 121 W. Spokane Avenue be rebuilt to today’s design standards for reliability, readiness, capacity, efficiency, and health and wellness standards. With response times considered, a new fire station should be constructed outside of a seismic liquefaction zone and away from immediate tsunami inundation zone.

Scope of Work Summary

This project should include immediate planning for a new fire station facility located in a less vulnerable area of the service territory (higher ground, non‐liquefaction zone, but no major compromise to response times). The design should consider future growth needs and flexible design layout for expanding a "today's‐need" design and size of a new fire station. New design should consider dual purpose for RFA emergency ops, firefighter training, health and wellness programs, and administrative space needs.

OVERALL ASSESSMENT STATEMENT

Overall, the facility and site is in poor shape and should be replaced to an improved location for reliable emergency response, improved services, and to eliminate health concerns of the existing spaces for fire department employees. All systems are aging and have outlived their intended design life. Spaces do not accommodate fire department space needs and basic industry standards for
