EMS Levy Lid Lift – What you Need to Know

By South Beach RFA - July 28, 2025

In the August 2025 election, South Beach Regional Fire Authority is asking voters to approve a levy restoration.

South Beach Regional Fire Authority, like all fire districts in Washington State, is primarily funded through property taxes. Emergency Medical Services (EMS) are supported by a dedicated EMS levy, which is capped at $0.50 per $1,000 of assessed property value.

In the August 2025 election, South Beach Regional Fire Authority is asking voters to approve a levy restoration— from the current rate of $0.29 per $1,000 back to the original $0.50 per $1,000. This restoration will help ensure continued funding for essential ambulance services, including personnel, equipment, apparatus, and training.

Why is SBRFA asking for this?

Over the years, the cost of emergency medical equipment, maintenance, and essential supplies has steadily increased due to inflation. At the same time, South Beach Regional Fire Authority has experienced a consistent rise in emergency responses, placing greater demand on our personnel and resources. The proposed EMS levy restoration will allow us to maintain current service levels and continue providing reliable emergency care to our community. It also supports a long-term plan to increase staffing in response to growing service demands and ensure timely, effective emergency response.

What does the EMS Levy fund?

The EMS levy helps fund the essential components of emergency medical response such as, ambulances, life-saving equipment, and trained personnel. An added benefit of this funding is that residents are not billed beyond what their insurance covers for ambulance transport. This means no unexpected out-of-pocket costs for emergency medical services.

Will Taxes Increase?

Yes, but it’s a restoration of a previously approved rate. The EMS levy was originally approved at $0.50 per $1,000 of assessed value, but the amount collected over time decreased due to statutory limitations. If the levy is approved, the maximum tax per $100,000 assessed valuation would not exceed $50 each year or approximately $4.17 per month for emergency medical services.
